SB 749 -- Effective Dates for Laws

Under current law, a bill vetoed by the Governor becomes
effective immediately if the General Assembly votes to override
the veto. Similarly, due to a 1926 decision of the Missouri
Supreme Court, initiative petitions become effective on the date
approved by the voters. This bill provides that vetoed bills
become effective 30 days after the General Assembly votes to
override. Issues submitted to the voters, whether by the General
Assembly or by initiative petition, must contain an effective
date.
